Целта е целогодишно да се привличат повече туристи и да се увеличават доходите от извършените туристически услуги. Изменят се и централните части (ситито) на големите градове, откриват се нови ресторанти, търговски заведения и други, за да се оползотворят по-рационално туристическите им ресурси. Предвижда се изграждането на туристически селища.
